How to Bid

  • The Maryland State Highway Administration does not pre-qualify contractors, nor do we maintain a Bidder’s List.
  • Bids for $100,000.00 or more must be accompanied with a bid security of 5% of the total bid amount. This can be in the form of a Bid Bond, Certified Check, Cashier’s Check or Cash. If your firm is the low bidder, Performance and Payment Bonds of 100% of the bid amount are required in order to execute the contract.
  • Contract solicitations are advertised on this SHA website, and on the Department of General Services website for a minimum of 20 days prior to Bid Letting.

Preston Street, Baltimore, MD 21201, 410-767-1350 and possess a valid State of Maryland Construction License.
