Office of Policy and Research (OPR)

The Office of Policy and Research (OPR) functions as a liaison on federal and state legislative issues and manages MDOT SHA's research programs. OPR's responsibilities include ensuring that provisions and requirements in the federal highways program are understood and fully utilized for Maryland's benefit, reviewing proposed state legislation, and coordinating legislative strategies. OPR serves as the Code of Maryland Regulations (COMAR) Coordinator for MDOT SHA which includes drafting, analyzing, and proposing amendments to COMAR as well as coordinating with stakeholders, subject-matter experts, and senior management on draft regulation review and approval. OPR also manages annual research work programs, coordinates participation in Transportation Research Board (TRB) and National Cooperative Highway Research Program (NCHRP) activities and maintains close working relationships with university partners.
