The Maryland Department of Transportation’s (MDOT) State Highway Administration (SHA) will be transitioning from paper/hardcopy bidding to electronic bidding. Projects advertised after July 1, 2017, will require electronic bid submittal via internet. Paper bids or bids on CDs will no longer be accepted for projects.
Contract documents will be made available through Bid Express and will continue to be offered at no charge on eMaryland Marketplace. Registration and a paid subscription are required to submit bids through the internet-based Bid Express system. Potential bidders are encouraged to register in advance as the registration process takes up to 7 business days. In addition, SHA will be letting pilot projects in advance of the July changeover, with the first projects advertised as early as March 2017. A bid extension will not be granted for delays in registration and/or errors in submission of electronic bids. Two-hour in-person training sessions will be offered at MDOT Headquarters located at 7201 Corporate Center Drive, Hanover Maryland 21076 on 2/28/2017 and 3/1/2017 as follows:
- Session 1: 2/28/2017 8:00 AM – 10:00 AM
- Session 2: 2/28/2017 10:30 AM – 12:30 PM
- Session 3: 2/28/2017 1:30 PM – 3:30 PM
- Session 4: 3/1/2017 8:00 AM – 10:00 AM
- Session 5: 3/1/2017 10:30 AM – 12:30 PM
- Session 6: 3/1/2017 1:30 PM – 3:30 PM.
In the event of inclement weather, the snow dates are March 6 and 7, 2017. The number of sessions and their timings will remain the same. When registering for training please provide the desired session number, name of individual attending, email address, telephone number and the company name.
Since August 4, 2015, SHA has been posting project links for eMaryland Marketplace (eMM) on the Contractors Information Center (CIC) project page. This option makes it easier for contractors to find the project information on eMM. As of March 15, 2016 SHA will not post the actual pre-bid documents for the advertisements, addenda and project quantities on the CIC. These documents along with the “qty.z” file will be found on eMM for each project link provided. The last addendum with revised quantities will have the all-inclusive list of items in the contract, if applicable.
All post-bid documents such as bid results, bid tabulations and final Plan purchasers’ list will continue to be posted on the CIC.
The State Highway Administration has a new process for administering Construction Documents through eMaryland Marketplace (eMM). Bidders must register, login, and verify amendments in order to receive a Contract Award. Registration is free and there is no cost for the Contract Documents.

With the implementation of eMaryland Marketplace processes, please note that SHA’s Cashier’s Office at 211 East Madison Street will be CLOSED effective August 28, 2015. Bidders will no longer be required to purchase Contract Documents. All Contract Documents will be available on eMaryland Marketplace and can be downloaded at no cost.
The 2008 Standard Specification for Construction and Materials book, which was previously available for purchase at the Cashier’s Office, is no longer being sold. You may obtain an electronic version from the Standard Specification for Construction and Materials site.
