Welcome to the MDOT State Highway Administration (MDOT SHA) Contractors Information Center (CIC) Web Site. MDOT SHA advertises and awards construction and maintenance contracts for the state highway system. This web site is designed to provide contractors with information on highway construction projects, it is not to be used as a substitute for the current bidding process. New Internet-based Electronic Bidding (August 15, 2017): The Maryland Department of Transportation State Highway Administration (MDOT SHA) has advertised another project to be bid electronically. The contract number is BA2015482 for the work in Baltimore County. Additional information is at BidX or eMarylandMarketPlace.


Internet-based Electronic Bidding (August 8, 2017): The Maryland Department of Transportation State Highway Administration (MDOT SHA) has advertised another project to be bid electronically. The contract number is SO1925130R for the work in Somerset County. Additional information is at BidX or eMarylandMarketPlace.


E-Bid Update (August 4, 2017 revised): For all highway improvement and highway maintenance projects advertised on August 29, 2017, or later, the Maryland Department of Transportation's State Highway Administration will accept only electronic bids. The bid needs to be submitted at https://www.bidx.com/maryland/main. Paper bids will not be accepted. Instructions on electronic bidding are available here.


Electronic Bids Opened Successfully (August 3, 2017): The Maryland Department of Transportation State Highway Administration (MDOT SHA) has opened bids on the MO2805174 and XX5345133 projects. The bid results are available on the Contractors Information Center and on Bidx.com.


First Electronic Bid Opened Successfully (July 27, 2017): The Maryland Department of Transportation State Highway Administration (MDOT SHA) has opened bids on the PG0425177 project - its first electronic bidding project! Internet-based Electronic Bidding (June 27, 2017): The Maryland Department of Transportation State Highway Administration (MDOT SHA) has advertised a third pilot project to be bid electronically. Bidders are welcome to sign up! (June 13, 2017)

Maryland Department of Transportation State Highway Administration (MDOT SHA) has uploaded the vendor information to the www.bidx.com website. Contractors are now welcome to register/ sign-up on the website for e-bidding with MDOT SHA. The MDOT SHA will move all highway construction and maintenance projects to electronic bidding platform by the end of the 2017 summer. At that time, paper bids or bids on CDs will no longer be accepted for projects. Contract documents will continue to be made available through eMaryland Marketplace at no charge. Registration and a paid subscription are required to submit bids through the internet-based Bid Express system. Potential bidders are informed that the registration process takes up to seven business days. A bid extension will not be granted for delays in registration and/or errors in submission of electronic bids. Demonstration Projects for Contractors (June 5, 2017)

Maryland Department of Transportation State Highway Administration (MDOT SHA) has posted here few older (previously advertised) contracts with June 9th and June 14th letting dates. These contracts are demonstration projects; and the intent is to test the system and to familiarize contractors with MDOT SHA's electronic bidding process. Interested contractors are welcome to register at https://demo.bidx.com/site/registration as test bidders. These test bidders will have the ability to submit test bids for these test/ demonstration projects. These projects and the bids submitted will be used exclusively for testing purposes and software evaluation only. Additional information is available at https://demo.bidx.com/maryland/main.


Standard Specification for Construction and Materials

The 2017 Edition of the Standard Specification for Construction and Materials is now available. This edition is available exclusively in an online MediaWiki format, a physical copy is not available for sale. The Standard Specification and Supplemental documents may be found on the MDOT SHA web site under the Business Standards - Business Standards and Specifications section, or at the following link:

eMaryland Marketplace

Since August 4, 2015, MDOT SHA has been posting project links for eMaryland Marketplace (eMM) on the Contractors Information Center (CIC) project page. This option makes it easier for contractors to find the project information on eMM. As of March 15, 2016 MDOT SHA will not post the actual pre-bid documents for the advertisements, addenda and project quantities on the CIC. These documents along with the “qty.z” file will be found on eMM for each project link provided. The last addendum with revised quantities will have the all-inclusive list of items in the contract, if applicable.

All post-bid documents such as bid results, bid tabulations and final Plan purchasers’ list will continue to be posted on the CIC.

MDOT State Highway Administration has a new process for administering Construction Documents through eMaryland Marketplace (eMM).  Bidders must register, login, and verify amendments in order to receive a Contract Award. Registration is free and there is no cost for the Contract Documents.

Refer to the "Notice to the Contractor" in "Invitations for Bid Book" for additional instructions.

With the implementation of eMaryland Marketplace processes, please note that MDOT SHA’s Cashier’s Office at 211 East Madison Street will be CLOSED effective August 28, 2015. Bidders will no longer be required to purchase Contract Documents. All Contract Documents will be available on eMaryland Marketplace and can be downloaded at no cost.

The 2008 Standard Specification for Construction and Materials book, which was previously available for purchase at the Cashier’s Office, is no longer being sold. You may obtain an electronic version from the Standard Specification for Construction and Materials site.
