The Maryland Department of Transportation State Highway Administration (MDOT SHA) is continuously striving to improve safety and mobility in work zones. We do this by developing policies, standards and guidelines; providing technical guidance, training, best practices and advice; and interpreting federal and State regulations related to work zone safety and mobility.

Processes and Guidelines for Work Zone Safety and Mobility

In response to the Federal Highway Administration (FHWA) Work Zone Safety and Mobility Rule (23 CFR Subpart J) and Temporary Traffic Control Devices Rule (23 CFR Subpart K), MDOT SHA implemented policy and guidance documents for planning, designing, supervising, implementing, inspecting, maintaining and reviewing transportation management plans needed in work zone traffic control.

Work Zone Training

MDOT SHA offers several work zone training courses, including Flagger Training, Flagger Instructor Training, Basic Temporary Traffic Control Training, Traffic Manager’s Training, and Work Zone Law Enforcement Training.
