The division reviews, processes, and tracks projects from all Maryland Department of Transportation State Highway Administration (MDOT SHA) offices and projects, including Highway Design, Bridge, Traffic, Environmental, Maintenance, Special Projects, and service projects from ‘Advertisement’ through ‘Notice to Proceed.’ The division processes approximately 450 contracts a year.

The division also oversees the Minority Business Enterprise Program for all construction contracts, examining goal setting, Affirmative Action Plan (AAP) approval and correspondence.

The division:

  • Reviews project proposals prior to formal advertisement.
  • Advertises all construction and maintenance contracts.
  • Reviews project proposals prior to ‘Bid Letting.’
  • Leads weekly bid lettings in a public forum.
  • Posts weekly bid results.
  • Verifies bids.
  • Writes Tabulations of Bids and Bid Analysis Reports.
  • Reviews justifications of engineers’ estimates.
  • Prepares Board of Public Works packages.
  • Notifies lowest responsive and responsible bidders of Contract Award.
  • Prepares and executes contracts.
  • Issues Notices to Proceed on MDOT SHA contracts.
  • Processes subcontractors’ requests for approval on State and local jurisdiction projects.
  • Acts as the Letting and Award System (LAS) Administrator for the software AASHTOWare (TRNS*PORT).
  • Tracks Minority Business Enterprise and Disadvantaged Business Enterprise (MBE/DBE) data and statistics.
  • Sets MBE/DBE goals for MDOT SHA Construction and Maintenance contracts prior to advertisement.
  • Helps Procurement Review Group set goals for subrecipient construction and maintenance contracts prior to advertisement.
  • Approves Affirmative Action plans submitted by contractors.
