Responsible Personnel Certification Course
The Maryland Department of the Environment (MDE) Erosion and
Sediment Control training course (formerly “Green Card”) trains individuals acting as the “Responsible Person” implementing and maintaining erosion and sediment controls under
State law. There is no fee for the course. It takes 4-5 hours to
complete. You do not need finish it in one sitting. Upon completion, a certification number and card are generated.
You may print out the card or save it electronically.
Valid MDE certification is required for all engineers, designers,
contractors, project managers, supervisors, inspectors, and personnel
responsible for E&S Control implantation, installation, maintenance, and
inspection working on projects in the State of Maryland.
All previously issued green cards are no longer valid as of
December 31, 2016.

In addition, the Maryland Department of Transportation State Highway Administration (MDOT SHA), in
cooperation with Maryland Transportation Builders and Materials Association
(MTBMA), offers training for the SHA Erosion and Sediment Control (E&SC)
Certification Program. Valid certification is recommended for contractors,
project managers, supervisors, inspectors, and personnel responsible for E&S
Control.
The E&SC certification (“Yellow Card”) is required for Contractor
Superintendents and Erosion & Sediment Control Managers who work on MDOT SHA
Projects.

MDOT SHA is reevaluating the need for training and certifications for the E&S Control
Certification for Designers. Classes are no longer available. If classes resume, the
course will be offered by the Highway Hydraulics Division (HHD) in the Office of
Highway Development (OHD). The course will cover design considerations,
plan preparation, and design strategies, and will only be offered to designers
and Professional Engineers. Pre-requisites are valid certification in MDE’s
Erosion and Sediment Control Training course and the SHA E&S Control
Certification (“yellow card”).
All previously issued certifications in the MDOT SHA E& S Control Certification for
Designers are now expired and will not be renewed. All E&S plans must
adhere to the MDE 2011 Maryland Standard and Specifications for Soil Erosion and
Sediment Control and Section 308 of the MDOT SHA Standards and Specifications for
Construction and Materials.
