How to Bid Using Bid Express

Bid Express, an Info Tech, Inc. software package, connects you with complete, detailed information from the Maryland Department of Transportation State Highway Administration (MDOT SHA) and all agencies that use this software.

  • All contracts advertised after August 31, 2017 are processed with Bid Express.
  • Visit the Contractor’s Information Center for information on highway construction projects.
  • "Live" Bid Openings is your center for bidding information on bidding day.
  • MDOT SHA does not pre-qualify contractors, nor do we maintain a Bidder’s List.
  • If you are bidding for $100,000 or more, you must provide a bid security of 5% of the total bid amount. Submit payment in the form of a bid bond, certified check, cashier’s check or cash. If your firm is the low bidder, you must submit a Performance and Payment Bond of 100% of the bid amount to execute the contract.
  • Contract solicitations are also advertised on the Department of General Services eMaryland Marketplace for a minimum of 20 days prior to Bid Letting.
