Resource Sharing

The MDOT SHA employs two overall strategies in achieving MDOT SHA’s communication objectives. These are Inter-Governmental Partnering and Resource Sharing. The benefits realized by these strategies are significant cost savings and improved operational efficiencies. MDOT SHA’s communication objectives support multiple statewide applications including, but not limited to, MDOT SHA’s Intelligent Transportation System (ITS); Coordinated Highways Action Response Team (CHART); NetWork Maryland; data and voice communications; video teleconferencing; and other broadband services.
MDOT SHA will allow non-exclusive use of its fully controlled access rights-of-ways; other MDOT SHA real estate; and its existing communications infrastructure by a Public/Private entity for the installation, operation and maintenance of communications systems for itself in exchange for providing communications equipment, services, and/or monetary revenue/compensation to the MDOT SHA. Resource sharing projects undertaken by the MDOT SHA and a Public/Private entity may include the installation of conduit and/or fiber optic cabling facilities; construction of new wireless communication facilities; collocation of wireless communication facilities on existing towers or allocation of fiber strands acquired from previous resource sharing projects; and other transportation technologies, such as data sharing.
Resource Sharing Proposals
Submit resource sharing proposals to MDOT SHA’s Statewide Utility Engineer at 7450 Traffic Drive, Building #4, Hanover, Maryland 21076.
Proposal Format
Submit proposals in four parts:
Part I – Proposal Affidavit
  1. A Proposal Affidavit shall accompany the proposal. The purpose of this affidavit is to affirm the following:
    • Authorized Representative
    • Affirmation Regarding Bribery Convictions 
    • Affirmation Regarding Other Convictions
    • Affirmation Regarding Debarment
    • Affirmation Regarding Debarment of Related Entities
    • Sub-Contract Affirmation 
    • Affirmation Regarding Collusion
    • Financial Disclosure Affirmation 
    • Political Contribution Disclosure Affirmation 
    • Drug and Alcohol-Free Workplace
    • Certification of Corporation Registration and Tax Payment
    • Contingent Fees
    • Acknowledgement (of the Affidavit)
      a) The Proposal Affidavit shall meet the same requirements as a Contract Affidavit as defined in COMAR
  2. The Proposal Affidavit shall be signed by an executive of the Company and acknowledge that the individual who is submitting the proposal is authorized to negotiate for and commit the Company to the services and requirements as stated in the proposal.
Part II - Executive Summary
  1. The Executive Summary shall condense and highlight the contents of the proposal, including the benefits to Maryland economy and a summary of the Value to the State Estimate. The Executive Summary shall provide a broad overview of the contents of the entire proposal.
  2. Add examples of benefits to the State of Maryland’s economy. You may include:
    • The estimated percentage of contract dollars to be recycled into Maryland’s economy in support of this proposal through the use of Maryland subcontractors, suppliers and joint venture partners.
    • The estimated number and types of jobs for Maryland residents resulting from this proposal.
    • Tax revenues to be generated for Maryland and its political subdivisions because of this proposal.
    • The estimated percentage of subcontract dollars committed to Maryland small businesses and MBEs.
Part III - Value to the State Estimate
  1. The Company shall submit a “Value to the State Estimate” as Part III to the Proposal, which shall be a full itemization (monetary compensation, equipment, services, etc.) of the items that comprise the total value of its offer to the State.
  2. The Company may be required to have an independent third-party firm or consultant provide a certified statement of the economic value for their “Value to the State Estimate.” MDOT SHA will alert you if you need to provide this third-party certification. This certification shall include a detailed explanation of how value was calculated.
Longitudinal Installation Proposals
  1. When formulating longitudinal installation proposals, the Company shall specifically address the following additional items in the proposal:
    • Proposed route map, with sufficient detail to see intersecting streets and names
    • Fiber or conduit offered to the MDOT SHA
    • Proposed access points (Manholes, hand holes, etc.)
    • Supporting equipment/cabinets/shelters (above ground facilities), including any special considerations
    • Preliminary typical cross sections, details, etc.
    • Requested term of the agreement
    • Monetary compensation offered to the MDOT SHA
  2. The monetary value for new longitudinal installation proposals shall be determined by using the following formula to determine the fair market value of fiber within MDOT SHA rights-of-ways:
    [Land Value of right-of-way by unit area] x [length of area occupied] x [width of area occupied] x [rate of return] x [factor to recognize degree of alienation of area] x [use factor]
Wireless Telecommunications Proposals
  1. When formulating wireless telecommunications proposals, the Company shall consider and specifically address the following additional items in the proposal:
    • Proposal site location with physical address and latitude & longitude 
    • “Collocate” or “new build”
    • Height of existing or proposed new tower
    • Number, model, size of antennae to be installed on the tower
    • Number and size of feed lines
    • Power & telecom availability/requirements, including any special considerations
    • Preliminary site plan showing tower, requested ground space, equipment pad for the shelter or cabinets, proposed access to the site, etc.
    • Requested term of the agreement
  2. The monetary value for new wireless telecommunication shall be determined from Department of Information Technology’s (DoIT) Tower Resource Sharing - Standard Pricing Schedule (latest revision), of antenna types and Average Daily Traffic (ADT) volumes.
    a) The ADT is determined from the Maryland highways surrounding the proposed wireless telecommunication location.
    b) The ADT’s for Maryland highways may be found on MDOT SHA’s Traffic Volume Maps by County.
    c) The DoIT’s Tower Resource Sharing - Standard Pricing Schedule is at http://www.roads.maryland.gov/OOC/Tower-Resource-Sharing-Standard-Pricing-Schedule.pdf
    d) The monetary value determined from this matrix shall be used in the Company’s “Value to the State Estimate” for Wireless Telecommunication proposals.
  3. The monetary value for the collocation of wireless telecommunications on an existing tower is determined from the current monetary compensation received from the existing telecommunication carrier(s) on the tower.
    a) The monetary value shall be used in the Company’s “Value to the State Estimate” for Wireless Telecommunication Collocation proposals.
Part IV - Concept Plans/Technical Drawings
  1. While you should prepare you concept plans and technical drawings simply and economically, make sure to describe the proposal visually in detail.
  2. Upon approval to negotiate with the Company by the Legislative Policy Committee (LPC), the Company shall be required to submit fully engineered plans for review and approval of the MDOT SHA.
