The mission of the Office of Administration (OOA) is to provide high quality human resources and management support services to the internal and external customers of the Maryland Department of Transportation State Highway Administration (MDOT SHA). The key division and critical assignments of OOA are as follows:

Classification and Compensation Division

Provides classification and compensation services for MDOT SHA, conducting classification studies and surveys, developing and modifying job specifications, and reviewing reorganization proposals.

Employee Services Division

Employee Services Division (ESD) is a customer focused team that is responsible for interpreting and implementing Transportation Service Human Resources System (TSHRS) and State personnel policies, procedures and programs. We partner with administrative chiefs, managers and employees to understand and process employment matters in personnel transactions, health, retirement and leave benefits. Additionally, ESD coordinates and administers the Employee Performance Appraisal System, Financial Disclosure, New Employee Orientation and ID Card Programs. The ESD also provides basic personnel management training.

Employer-Employee Relations Division

The Employer-Employee Relations Division (EER) is responsible for recommending corrective measures for employees with performance issues and misconduct. We represent management in administrative hearings such as grievances, unemployment, and disciplinary appeal hearings. We are also responsible for administering the MDOT Substance Abuse Program and the Employee Assistance Program.

Other services we provide include:

  • Conducting training such as Workplace Violence, Anger Management, EER Core (how to conduct investigations), and Substance Abuse.
  • Interpreting the Collective Bargaining Agreement Memo of Understanding (MOU), Code of Maryland Regulations (COMAR), and THSRS
  • Manage SHA Attendance Control Program

Recruitment and Examinations Divisions
