How to Bid (Bid Express)

    • All contracts advertised after August 31, 2017 will go through Bid Express.
    • Visit the Contractor’s Information Center for information on highway construction projects.
  • The Maryland State Highway Administration does not pre-qualify contractors, nor do we maintain a Bidder’s List.
  • Bids for $100,000.00 or more must be accompanied with a bid security of 5% of the total bid amount. This can be in the form of a Bid Bond, Certified Check, Cashier’s Check or Cash. If your firm is the low bidder, Performance and Payment Bonds of 100% of the bid amount are required in order to execute the contract.
  • Contract solicitations are also advertised on the Department of General Services eMaryland Marketplace website: https://emaryland.buyspeed.com/bso/ for a minimum of 20 days prior to Bid Letting

  • All successful bidders must be registered with the Maryland State Department of Assessments and Taxation, 301 W. Preston Street, Baltimore, MD 21201, 410-767-1350 and possess a valid State of Maryland Construction License. For details about obtaining the construction license, please call the State of Maryland License Bureau at 410-260-6240.
