(March 19, 2013) – The Maryland State Highway Administration (SHA) advises motorists on MD 32 (Washington Road) in Carroll County that the flashing traffic signal at Kate Wagner Road south of Westminster will be converted to full-color operation prior to the afternoon rush hour this Thursday, March 21, weather permitting.

The flashing signal was installed in 2009 in connection with the opening of the Carroll County Youth Service Bureau building on Kate Wagner Road. It currently flashes yellow for traffic on MD 32 and red for traffic on Kate Wagner Road. An evaluation of  traffic operations at the intersection has shown a need for full-color operation, including left-turn phasing. At night, between 11 p.m. and 5 a.m., the signal will return to flashing mode.

The signal modification will be made by the developer of the Carroll County Youth Service Bureau with inspection by SHA. The signal is also near Carroll Community College, Westminster High School, Robert Morton Elementary School, Gateway School and the YMCA. Motorists traveling through this intersection should use extra caution and consider allowing a few extra minutes during the adjustment to the new traffic signal operation.
