SHA/MTBMA Training - SHA Erosion and Sediment Control (E&SC) Certification Program The Maryland Department of Transportation State Highway Administration (SHA), in cooperation with Maryland Transportation Builders and Materials Association (MTBMA), offers training for the SHA Erosion and Sediment Control (E&SC) Certification Program (Yellow Card). This certification is required for superintendents and erosion & sediment control managers who work on SHA construction projects. This training is also recommended for contractors, project managers, supervisors, inspectors, and personnel responsible for E&S Control. This certification covers the basic science of erosion & sediment control, installing and maintaining E&S controls, permit requirements, roles and responsibilities - including those for the Quality Assurance compliance program - delegated authority and the plan modification process. A prerequisite of the Yellow Card Certification is the Maryland Department of the Environment Responsible Personnel Certification. Information and links to this training are listed below. Maryland Department of the Environment (MDE) Responsible Personnel Certification (RPC) Course The Maryland Department of the Environment (MDE) Erosion and Sediment Control training course (formerly “Green Card”) trains individuals acting as the “Responsible Person” implementing and maintaining erosion and sediment controls under State law. Valid MDE certification is required for all engineers, designers, contractors, project managers, supervisors, inspectors, and personnel responsible for E&S Control implantation, installation, maintenance and inspection working on projects in the State of Maryland. Cards issued prior to January 1, 2012 are no longer valid.
