The ​Office of Materials Technology is comprised of two ​materials areas: Material Quality and Material Engineering.​

Material Quality services are conducted through laboratory and field operations in all the major material disciplines — soils, aggregate, metals, structures, asphalt, concrete, coatings and pavement markings. These services are completed through inspection and sampling of materials, testing by standard methods and rendering final approval of all materials used in the construction and maintenance of roads, bridges and other structures in Maryland.

Material Engineering ​involves pavement, geotechnical and geological​ services that provide technical expertise, emergency response to geo-hazards, and advisory recommendations in the planning and design phases of highway transportation projects. Testing services include subsurface investigations, network level data collection for pavement and asset management objectives, and non-destructive testing of structures.

OMT’s central laboratory is located in the SHA complex in Hanover, Maryland. In addition to conducting tests at the central lab, OMT oversees and reviews private lab testing results that support material quality operations.

OMT also provides these services to other transportation business units as well as Maryland counties and municipalities.

Materials Management Division

The Materials Management Division (MMD) is responsible for district and contractor support, source of supply review, materials clearance, Independent Assurance (IA) auditing and the Materials Management System (MMS). District support services are provided through four Area Materials Engineer (AME) teams. They attend design milestone meetings and also preconstruction, partnering and progress meetings.

Asphalt Technology Division

The Asphalt Technology Division (ATD) is responsible for the acceptance of all asphalt materials used on SHA contracts. This includes both laboratory and Quality Assurance (QA) responsibilities as well as special studies and troubleshooting. The division focuses on the acceptance of materials provided by asphalt producers and works closely with construction personnel in the placement of materials.

Concrete Technology Division

The Concrete Technology Division (CTD) is responsible for the acceptance of all concrete materials used on SHA projects/contracts. This charge includes laboratory and Quality Assurance (QA) responsibilities as well as special studies and troubleshooting. This division accepts all produced concrete as well as precast and prestressed concrete. The division focuses on the acceptance of materials provided by concrete producers and works closely with construction personnel in the placement of materials.

Soils & Aggregate Technology Division

The Soils and Aggregate Technology Division (SATD) evaluates and approves all soils, aggregates, geotextiles and recycled materials used on SHA projects/contracts. It conducts laboratory testing, field Quality Assurance (QA), special studies and troubleshooting. This division focuses on the acceptance of materials and their sources, and works closely with construction personnel in the placement of these materials. The Soils and Aggregate Technology Division and the Materials Management Division coordinate Office of Materials Technology and district personnel for Quality Assurance and acceptance of construction materials.

Structural Materials and Pavement Markings Division

The Structural Materials and Pavement Markings Division (SMPMD) provides Quality Assurance (QA) inspections and tests a wide variety of materials used on Maryland highways & structures.

This division is responsible for the Quality Assurance (QA) and acceptance of metal and wood structural components, coating systems, pavement marking materials, and other materials such as plastic and rubber components that are not covered by the other material divisions. This includes laboratory testing and field Quality Assurance (QA) of manufacturing facilities, fabrication shops, construction and maintenance projects. The division conducts special studies and forensic investigations of material failures. This division focuses on the acceptance of material sources and works closely with construction and maintenance personnel in the placement of materials.

Pavement and Geotechnical Division

The Pavement and Geotechnical Division (PAGD) is responsible for pavement design and pavement management, as well as geotechnical engineering related to pavement. It is the pavement engineering resource for SHA construction and maintenance personnel.

Engineering Geology Division

The Engineering Geology Division (EGD) is responsible for geologic and geotechnical engineering to support SHA’s planning, engineering, construction and maintenance of highway cut slopes, embankments and ground modification assets. Site characterization services are also provided for structural foundations, groundwater studies, subsurface contamination and vibration studies. Construction material research and design support services include managing the Maryland Product Evaluation Listing and the OMT Qualified Product Lists, along with coordinating material research and specification development work.

Field Explorations Division

The Field Explorations Division (FED) conducts all field testing for preliminary engineering and network level evaluation. This includes pavement, bridge, soils, foundation, traffic and other special testing.

The Field Explorations Division also consults other OMT technical divisions in the review and implementation of new equipment.
