$2.5 Million Project Included New Sidewalk to Improve Pedestrian Access
(June 11, 2025) – The Maryland Department of Transportation State Highway Administration recently completed a project to upgrade drainage on
MD 851 (Springfield Avenue) between Main Street and Warfield Road, a half-mile section of roadway in the Sykesville area of Carroll County. The $2.5 million project removed a drainage system connected prior to 1970 and installed new pipes, curb, gutter, catch basins and other drainage components to improve the collection and removal of stormwater.
The project included construction of a sidewalk on the western side of MD 851. The State Highway Administration coordinated the project with Carroll County, which replaced the waterline infrastructure in the same section of MD 851 last year.

MD 851 project, before and after
Bright Masonry Inc. based in Fairfax, Va., was the primary contractor on the project. Learn more about this project by going to the Project Portal,

The State Highway Administration works hard to maintain safe traffic mobility in work zones for our crews as well as customers. Motorists are asked to stay alert, stay focused and be aware of reduced speed limits and changing driving patterns. Slow down and move over in work zones. It’s the law.
Motorists in need may dial #77 on their mobile devices for roadside assistance.
