​Expect Daytime and Overnight Lane Closures to Relocate Concrete Traffic Barriers from Pikesville to Towson for Next Phase of Project 

(January 27, 2026) – This winter, the Maryland Department of Transportation State Highway Administration and its contractor will remove and relocate temporary concrete traffic barriers currently in place from eastbound and westbound I-695 between Old Court Road and Stevenson Road in Pikesville. All work is weather permitting.

The work is a continuation of the $184 million Transportation Systems Management and Operations (TSMO) project on I-695 (Baltimore Beltway) project that will ease peak-hour congestion, enhance safety and travel time reliability along I-695.     

As the weather will allow this week, contractor Concrete General, Inc. of Gaithersburg, intends to begin relocating the barriers to the median work zone between MD 139 (Charles Street) and MD 146 (Dulaney Valley Road) in Towson. This new median work zone is a segment of the existing work zone from I-83 (Baltimore-Harrisburg Expressway) west of Towson to MD 43 (White Marsh Boulevard) east of  Parkville.

This work will allow for highway resurfacing and placement of lane markings. The paving work is necessary to ensure the part-time shoulder use lane in both directions of I-695 between I-70 and I-83 can be opened to traffic by late summer 2027. The median work zone between I-83 and MD 43 is necessary to ensure that the part-time should use lane between I-83 and Lillian Holt Drive can be opened to traffic by late summer 2028.   ​

Drivers should stay alert, avoid distractions and plan for extra travel time on I-695. Motorists can expect off-peak, single-left-lane closures on the inner loop and outer loop of the Beltway weekdays 9 a.m. to 3 p.m., as well as overnights, 8 p.m. to 5 a.m. the next morning. Crews may occasionally close two lanes overnight beginning at 10 p.m. The closures are not anticipated to occur during morning and evening rush hours.   

Additionally, speed limits on I-695 will be reduced to 45 mph in the work zones while crews are present. The State Highway Administration will continue the Maryland SafeZones au​tomated speed enforcement in the I-695 TSMO work zone, including warning signs, digital speed displays and cameras.      

Contractor crews will use digital message boards, temporary traffic signs and barrels to direct motorists through work zone.  The overall I-695 TSMO project is scheduled for completion late summer 2028.
