​Partnership with County Brings Improvements to Woodbrook Community 

(March 25, 2024) – The Maryland Department of Transportation State Highway Administration, in collaboration with the Baltimore County Department of Public Works and Transportation, is beginning construction of a $9.6 million project that will replace the county water main under MD 139 (Charles Street) and improve the roadway between the Baltimore City/County line and MD 134 (Bellona Avenue) in the Woodbrook area of Baltimore County.

The project will be constructed in phases, with the underground water main work to be followed by roadway improvements. The project is expected to be complete in 2026, weather permitting, and includes:

replacing the Baltimore County water main underneath Charles Street,
upgrading traffic signals and lighting at the Charles Street and Bellona Avenue intersection,
installing Americans with Disabilities Act-compliant sidewalks, pedestrian signals, crosswalk ramps and bus stop pads,
reconstructing the median of southbound Charles Street at Bellona Avenue to extend the left-turn lane,
updating commercial business entrances between Stevenson Lane and Canter Way,
constructing drainage and stormwater management facilities,
resurfacing the pavement, and
improving signage and pavement markings.

There will be no vehicular detours of Charles Street. However, there will be temporary overnight and daytime lane closures along Charles Street as work proceeds. There also will be temporary pedestrian/sidewalk detours along the northbound side of Charles Street while sidewalk and pedestrian signal improvements are performed. Pedestrian access will be maintained along the northbound side of Charles Street while curb, sidewalk and commercial entrances are improved, and as the final asphalt pavement is installed.
