The Deputy Administrator/Chief Engineer for Planning, Engineering, Real Estate and Environment manages the overall activities of the following:

• Office of Planning and Preliminary Engineering
• Office of Highway Development
• Office of Structures
• Office of Environmental Design

These offices are responsible for the planning, engineering and right-of-way acquisition that lead to the advertisement of projects for construction bids.
