Raymond L. Moravec, P.E. is the Deputy Chief Engineer for Planning, Engineering and Real Estate​.

The Office of Planning, Engineering and Real Estate manages the overall activities of the following:

• Office of Plan​ning and Preliminary Engineering
• Office of Highway Development
• Office of Structures
• Office of Environmental Design
• Office of Real Estate

These offices are responsible for the planning, engineering and right-of-way acquisitions that lead to the advertisement of projects for construction bids.
