SHA TMDL Implementation Plan Public Notice and Participation
The Maryland Department of Transportation State Highway Administration (SHA) places its draft Total Maximum Daily Load (TMDL) Implementation Plans on 30-day public notice and solicits comments prior to finalization as required under the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit.
Public participation is invaluable to TMDL planning and SHA encourages members of the public to submit their comments when draft TMDL implementation plans are posted for a public comment period, if they have comments on the currently approved TMDL Implementation Plans or if they would like to request copies of TMDL implementation plans. Written requests and comments can be submitted using one of the following methods:

Include your name and address or your preferred contact method (e.g., phone number, email address), when submitting comments or requesting copies so that SHA can provide a response if appropriate. Material comments received will be considered. SHA will include a summary of comments received during the fiscal year in its associated NPDES MS4 permit annual report to the Maryland Department of the Environment (MDE). A summary of all comments received to date are incorporated into the final version of the given TMDL Implementation Plan.
