Office of Equal Opportunity - Contractor Compliance

The Maryland Department of Transportation State Highway Administration (MDOT SHA) works with all prime construction contractors and sub-contractors to ensure non-discrimination in contract compliance and Equal Employment Opportunity.

Contractor Compliance Program Overview

This program helps highway construction firms fulfill their Equal Employment Opportunity (EEO) contractual obligations, ensuring that all operations are conducted in a non-discriminatory fashion and that equal opportunities are extended to minorities and women.

The program accomplishes the following:

  • Develop an Office of Equal Opportunity contractor compliance plan.
  • Conduct informational EEO workshops.
  • Conduct compliance reviews and desk audits of construction projects.
  • Review contractors' affirmative action statements.
  • Aid contractors' good faith efforts to ensure equal employment opportunity in such employment practices as hiring, recruitment, promotion, termination and education.

OJT Program Overview

The On-the-Job Training program helps contractors develop full journeyperson status for minorities, females, the disadvantaged and disabled individuals in the highway construction industry. It helps individuals gain skills in crafts. It helps employers maintain or exceed the proposed workforce representation goals in their contracts. It thus meets the primary objective of equal employment opportunity. This effort aids the contractor's affirmative action initiatives as described in their contracts and promotes equal opportunity in the highway construction industry.

The Maryland Department of Transportation State Highway Administration (MDOT SHA) requires full utilization of all training and skill-improvement opportunities to assure the increased participation of minority groups, the disadvantaged and women in all phases of the highway construction industry.
