The Office of Administration (OOA) provides high quality human resources and management support services to the internal and external customers of the Maryland Department of Transportation State Highway Administration (MDOT SHA). The key division and critical assignments of OOA are as follows:
Provides classification and compensation services for MDOT SHA, conducting classification studies and surveys, developing and modifying job specifications, and reviewing reorganization proposals.

Employee Services Division (ESD) is a customer focused team that is responsible for implementing Transportation Service Human Resources System (TSHRS) and State personnel policies, procedures and programs. We partner with administrative chiefs, managers and employees to process employment matters in personnel transactions, health, retirement and leave benefits. ESD administers the Employee Performance Appraisal System, Financial Disclosure, New Employee Orientation and ID Card Programs. The ESD also provides basic personnel management training.

The Employer-Employee Relations Division (EER) recommends corrective measures for employee performance issues and misconduct. We represent management in grievance, unemployment, and disciplinary appeal hearings. We are also responsible for administering the MDOT Substance Abuse Program and the Employee Assistance Program (EAP).
