OTMO is organized into five divisions:

Traffic Management Center (TMC) Operations Division
The TMC Operations Division’s responsibilities include managing and staffing the 24/7 MDOT SHA Statewide Operations Center (SOC) in Hanover, and three satellite Traffic Operations Centers (TOC’s) in Baltimore, College Park, and Frederick. CHART TMCs monitor real-time traffic conditions and roadway closures on US Routes, Interstates and local Routes within Maryland; maintain constant updates with real-time information on incident response status to share with emergency responders; dispatch MDOT SHA Emergency Patrol vehicles and Traffic Signal Technicians; provide inter- and intra-agency communications; and notify the public through traveler information devices, such as Dynamic Message Signs, Highway Advisory Radios, Maryland 511, and the University of Maryland’s Regional Integrated Transportation Information System (RITIS). The Division jointly supports the Emergency Operations Center (EOC), which is activated in the SOC when weather- or disaster-related situations affect the State's transportation network, and inputs information into the Emergency Operations Reporting System (EORS). During extreme statewide emergencies, the SOC can house MDOT Ops, which consists of high-level representatives from all MDOT transportation business units.

Regional Operations Division
Patrick Rooney, Training and Certification Manager
The Regional Operations Division manages a fleet of highway patrols that monitor roadway conditions, provide assistance to motorists, and handle traffic control at highway incidents. The Division is responsible for training and certifying Emergency Response Technicians (ERT’s), who patrol in specialized vehicles to respond to highway emergencies. Support for traffic control at special events is also provided when needed. The responsibilities of Operations Logistics include a variety of program support functions that include managing the fleet of CHART vehicles, including all Emergency Patrol units; ordering and maintaining operations supplies, tools, uniforms, and safety equipment; monitoring and managing the CHART Operations budget; coordinating with partner agencies for Special Event traffic management planning; managing the “Reach the Beach” program; and coordinating the Maryland State Police Liaison program. Operations Logistics also represents CHART Operations by participating in regional coordination meetings with other transportation management agencies and emergency responders.
Intelligent Transportation Systems (ITS) Division
The ITS Division is responsible for installing and maintaining radio communication system assets which provide MDOT SHA offices with the capability of communicating directly to personnel conducting routine and emergency operations statewide. This includes the installation and maintenance of antennae, towers, microwave sites, fiber optic communication cables, base stations, dispatch consoles, mobile and handheld radio devices, and supporting facilities. During emergencies, the system provides interoperable communications between various MDOT SHA local jurisdictions and State agency Emergency Operations Centers to ensure statewide operational response coordination.
Systems Integration Division
The Coordinated Highways Action Response Team (CHART) Systems Integration Division is responsible for the design, build, maintenance and daily operational support of statewide traffic management and emergency operations systems. CHART systems have evolved into a coordination focal point, able to identify incidents, congestion, construction, road closures and other emergency conditions; and then share data and coordinate response with various agencies, as necessary, to respond to recurring and non-recurring congestion and emergencies both natural and man-made. These systems operate 24 hours a day, 365 days a year to manage traffic flow with traveler advisories, and coordinate and assist in the cleanup and clearance of obstructions. Mobility Planning and Engineering Division (MPED)
The MPED Division provides information from the deployment and application of advanced technologies to improve the efficient management of the transportation network, including monitoring the network, dissemination of traveler information, and responding to/managing incidents. The responsibilities of the MPED Division include the identification, planning, development, and implementation of ITS device projects that provide the CHART program with technological tools needed to better monitor and manage traffic and roadway conditions on Maryland interstates and highways. The division is also charged with the development and management of MDOT SHA’s Consolidated Transportation Program (CTP) allocation. The Division develops and manages the implementation of the CHART Strategic Plan and provides support in creating policies and plans for the development of future transportation management and operational capabilities. MPED also helps to investigate innovative technologies related to Connected and Automated Transportation Systems.
